About Harriet Institute
The Harriet Institute is a nonpartisan, nonprofit policy think tank focused on protecting people and advancing practical, evidence-based solutions in three interconnected areas: human trafficking, domestic violence, and mental health. The Institute serves as a trusted research and policy resource for lawmakers, public safety officials, service providers, healthcare systems, and community leaders across North Carolina. Its work bridges the gap between frontline experience and policymaking by translating data, research, and survivor-informed insights into clear policy recommendations and legislative analysis

Through policy research, issue briefs, legislative support, training, and cross-sector convening, the Harriet Institute helps improve prevention strategies, strengthen victim-centered responses, and increase coordination across public safety and human services systems. By focusing on solutions that are effective, fiscally responsible, and grounded in real-world outcomes, the Institute works to reduce long-term social costs, improve system performance, and ensure North Carolina’s policies better protect vulnerable individuals and families statewide.
